Mark-and-sweep GC for global CAS.

  • Implement garbageCollectCas() in @uncaged/workflow
  • Add uncaged-workflow gc CLI command
  • Optionally run GC on thread rm
  • Tests

Depends on Phase 2 (needs refs).
