scripts/check-dev-env.sh validates all prerequisites:
- Runtime: bun, node, python3
- Tools: hermes, claude-code
- Workflow: repo, build, uwf/agent symlinks, config
- Docker (optional, for E2E tests)

Non-interactive, actionable fix instructions on failure.
Designed for both humans and agents.
