chore: exclude legacy-packages and scripts from biome check

- Add legacy-packages/ and scripts/ to biome ignore
- Allow noDefaultExport in vitest.config.* and .d.ts
- Allow console in cli.ts and setup.ts (CLI user output)
- Fix unused imports in cas.ts and setup.ts
