feat(register): create @uncaged/workflow-register package
...
Merges bundle/ + registry/ + config/ modules. The config↔registry
circular dependency is resolved: ProviderConfig and WorkflowConfig
now come from @uncaged/workflow-protocol.
Ref: #143 , closes #149
