- solve-issue.yaml: bun→pnpm (5 refs), examples/ is now canonical
- Delete redundant workflows/solve-issue.yaml and .workflows/solve-issue.yaml
- analyze-topic.yaml + eval-simple.yaml: enum→const for $status
- Archive normalize-bun-monorepo.yaml and e2e-walkthrough.yaml to legacy-packages/
Closes #137

Delete all archived packages from legacy-packages/.
These were preserved for reference in the old repo but are
not needed in the new united-workforce repo.

refactor: rename workflow-agent-kit → workflow-util-agent, merge workflow-moderator into cli-workflow

- Rename packages/workflow-agent-kit → packages/workflow-util-agent
- Update all imports, tsconfig references, docs
- Delete dead file packages/workflow-util-agent/src/build-agent-prompt.ts
- Merge workflow-moderator (62 LOC) into cli-workflow/src/moderator/
- Move workflow-moderator to legacy-packages/
- Add mustache dependency to cli-workflow
- Update publish-all.mjs

fix: include step content in continuation prompt ( closes #466 )

- Add `content: string | null` to RoleStep type
- Resolve contentHash → text for the last step when building ThreadContext
- Update buildAgentPrompt to include <output> tag with step content
- Add 16k content quota with truncation

- Move 15 old workflow-* packages to legacy-packages/ (inactive, preserved for reference)
- Rename templates/ → examples/ for clarity
- Rewrite docs/architecture.md to reflect current uwf architecture
- Active packages remain in packages/: cli-uwf, uwf-agent-hermes, uwf-agent-kit, uwf-moderator, uwf-protocol, workflow-util
