Inline Result type and ok/err helpers into workflow-util to break
dependency on the now-archived workflow-protocol package.
Also add explicit @uncaged/json-cas dep to uwf-protocol (was only
available as transitive dep via json-cas-fs).

Packages without exports.types pointed main/types to src/ which
doesn't exist in published tarballs. Now all packages have:
exports."." = { types: dist/index.d.ts, import: src/index.ts }
Bump to 0.3.18.
v0.3.0 was published with workspace:* deps (npm doesn't resolve them).
Re-published as v0.3.1 with concrete version refs.
Local monorepo deps restored to workspace:*.
